Implementing Regional Circular Economy Policies: A Proposed Living Constellation of Stakeholders

The transition towards the circular economy (CE) entails transformative and system-wide changes, implying involvement, alignment, cooperation between all stakeholders at levels. However, debate continues around how best to achieve this. Additionally, little attention has been paid developing models for identifying mobilising relevant implement CE policies regional level. This study sought remedy these issues by analysing academic literature policy documents making first attempt adjust existing models—not only purpose of stakeholder mapping, but also proposition a living constellation who should be considered when designing in scenario. CE-centric quintuple-helix model developed proposed here promotes emergence deployment trilateral networks, hybrid organisations, development/co-operation platforms. adopts balanced, participatory approach that requires new stakeholders. Its foundations are built on traditional industry–government–academia nexus enlarged inclusion civil society sphere environmental subsystem. environment is represented as nucleus model, inspiring triggering actions remaining four subsystems. then implemented into two European regions with initiatives (Spain Greece) demonstrate its practical application.
